Why is stress grade the first question in Australia?

Because Australian formwork design calculates deflection and load capacity from the panel's declared properties. The engineer designing the falsework needs E and characteristic bending strength as inputs, so a panel without a certified grade cannot be used in the calculation regardless of how well it performs in practice.

This is why a cheaper uncertified panel is not a like-for-like alternative on an Australian project. It is a different product category as far as the design documentation is concerned, and substituting it is a decision for the project engineer, not the buyer.

What else does the Australian market check?

Formaldehyde emission — Super E0 is commonly specified — bond durability under a boil-resistant classification, panel branding that carries the certification mark and the producing mill, and biosecurity requirements on packaging and dunnage. Australian border biosecurity is strict, and a compliant panel arriving on non-compliant timber dunnage still creates a problem at the wharf.

Is F17 always better than F11?+

Better in stiffness and strength, not necessarily better value. The right grade is the one the formwork design calls for. Buying F17 where the design specifies F11 means paying for capacity the structure will not use; buying F11 where F17 is specified is a substitution the engineer must approve, not a saving you can make on your own.
