Short answer
MR (moisture resistant) is a urea-formaldehyde bond for dry interior use. WBP (weather and boil proof) is a phenol-formaldehyde bond that survives a boil test and outdoor exposure — this is what formwork and exterior panels need. E1 and E0 are emission classes measuring free formaldehyde released from the finished panel, not bond strength: E1 allows up to 0.124 mg/m³ by chamber method, E0 is tighter. A WBP panel can be E0 and an MR panel can fail E1. Specify both, separately, on every enquiry.

What does WBP actually survive?
The reference test in Europe is EN 314-2 bonding class 3, which puts specimens through boiling water cycles before measuring shear strength. Our film-faced line tests to class 3 with phenolic (PF) resin on report HJ-RD-25039. That is the number to ask for — 'WBP glue' as a phrase costs a supplier nothing to write on a quotation.
In practice the failure mode you should worry about is not immersion, it is repeated wet-dry cycling at the panel edge. This is why edge sealing matters as much as the glue line on formwork, and why a panel that passes a boil test can still delaminate on a site where it sits in standing water between pours.
Is E0 worth paying for?
It depends entirely on the destination. For US-bound hardwood plywood the binding number is not E0 or E1 at all — it is TSCA Title VI, and compliance is proven by third-party certification, not by a class letter. For EU furniture, E1 is normally sufficient unless your customer's own product standard, or a national rule in Germany or the Nordics, is stricter.
Where E0 earns its money is in enclosed spaces with high panel-to-volume ratios: fitted wardrobes, caravan and boat interiors, children's furniture. If that is your product, specify it and test it. If it is not, E0 on a shop-fitting panel is money spent on a line in a specification nobody will read.
How do I verify a glue claim before shipment?
Three checks, all cheap. First, ask for the test report number and the date, then read the report — a report from 2019 on a different thickness proves nothing about your order. Second, ask what resin the mill actually buys and from whom; PF resin has a visibly different colour in the glue line. Third, put a boil test into the pre-shipment inspection scope: cut a sample, boil it, and photograph the result.

Questions buyers ask about this
Is melamine-fortified MR the same as WBP?+
No. Adding 5–10% melamine to a urea-formaldehyde system improves water resistance meaningfully but does not reach phenolic performance and will not pass EN 314-2 class 3. It is a legitimate middle grade for packing plywood and humid interiors. It is not a formwork glue, and a supplier who calls it WBP is stretching the word.
Can I get WBP and E0 on the same panel?+
Yes. Phenolic resin systems are inherently low-emitting once cured, so a well-made WBP panel often tests comfortably inside E1 and can be produced to E0. Our film-faced line measured 0.05 mg/m³ against the 0.124 mg/m³ E1 limit (SGS VNHL2606013466HG). Ask for the report rather than assuming either way.
My supplier says 'E1 glue'. Is that a valid claim?+
Not really. E1 is a property of the finished panel measured in a chamber, not a property of a drum of resin. Panel construction, press cycle, veneer moisture and the number of glue lines all change the result. Ask for a panel test on the thickness you are buying, not a resin datasheet.
